Fresnedi leads disposal of P500k cigarettes, vapes in celebration of No-Smoking Month

NO SMOKING IN MUNTI: Outgoing Mayor and Congressman-elect Jaime Fresnedi (center) leads the ceremonial disposal of cigarettes and vapes on Monday morning as the local government strengthens its campaign against tobacco products. At least 2,500 cigarettes and 6 confiscated vape units amounting to 512,500 pesos were discarded in the program as part of the No Smoking Month celebration. The use and distribution of cigarette and tobacco products are prohibited in Muntinlupa through City Ordinance No. 17-072.


Outgoing Mayor and Congressman-elect Jaime Fresnedi leads the ceremonial disposal of cigarettes and vapes on Monday morning in celebration of the National No-Smoking Month.

Fresnedi was joined by members of the Muntinlupa Smoke-Free Task Force (SFTF) led by City Health Officer Dr. Juancho Bunyi in the event at City Hall Quadrangle during the city’s flag raising ceremony.

Local officials discarded 2,500 cigarettes and 6 confiscated vape units amounting to 512,500 pesos.

From October 2017 – 2019, the Muntinlupa SFTF confiscated at least 1.4 million pesos of prohibited tobacco products in the city.

Muntinlupa City is a pioneer in enacting a Comprehensive Smoke Free Ordinance through City Ordinance No. 17-072 since 2017 following President Rodrigo Duterte’s Executive Order (EO) No. 26 or known as the Nationwide Smoking Ban. Under the local ordinance, the use and distribution of cigarette and tobacco products are prohibited in the city.

Section 5. Prohibited Acts. – The following acts are declared unlawful and prohibited by this Ordinance:

  1. Smoking or vaping in enclosed or partially enclosed public places, workplaces, public conveyances (whether mobile or stationary), except in Designated Smoking Areas duly approved and fully compliant with the requirements set by the City Health Office

Violators caught smoking or vaping in public places will be charged with a fine of P500 to P5,000 and two to 14 hours community service.

Muntinlupa SFTF is composed of the City Health Office, PNP-Muntinlupa, Muntinlupa Traffic Management Bureau, Environmental Protection and Natural Resources Office, Public Order and Safety Office, and Public Information Office, among other local offices.

Since its implementation last 2017, the Department of Health (DOH) has conferred the Red Orchid Award to the local government of Muntinlupa for two consecutive years (2018-2019) in recognition of its outstanding initiatives against tobacco use.

In a study conducted by the Metro Manila Development Authority and University of the Philippines College of Mass Communication Foundation, Inc. on the compliance level of NCR cities in implementing Smoke-Free Policies, Muntinlupa City earned a Very Satisfactory rating with a compliance rate of 74.1% in the Smoke-Free Policy Compliance Study among Metro Manila cities conducted last December 2019 to February 2020.

June is declared as National No Smoking Month through Proclamation No. 183 signed last May 1993 by former President Fidel Ramos.
