The office is task to assist in the maintenance of the eight (8) river systems in Muntinlupa, through regular monitoring and river clean-up programs. The office presently, have a group of volunteers (Environmental Army) which are tapped during the conduct of clean-ups. This is to augment the present "SAGIP-ILOG" group of the Environment Sanitation Center who takes care of the Solid Waste Management Program of the City Government. Studies showed that around sixty percent (60%) of the pollutants in our waterways comes from domestic sources, and this comes from the 15% of solid wastes that are not collected (based from the estimate of ESC) and ends up in our esteros, creeks, and rivers. Included in the LMO program of action is the conduct at least one clean-up project per river system. These clean-up projects are coursed through the Muntinlupa City River Rehabilitation and Protection Foundation, so as to have a more efficient way in the conduct of these clean-up projects. The various sectors of the community are encourged then in participating in these endeavors, with this kind of set-up. In addition to donations from the different industries where the allowances of the Environmental Armies comes from, the different barangays also extend their assistance by having their personnel assist in the clean-ups and sometimes shoulder the meals for the said operations, and takes care of the "maintenance" work for a certain river after a "clean-up" have been made. This is a very important development, since the barangay as we all know, is the basic form of government in an LGU and they are much closer to the constituency, so they should be the ones who will control the people, by not allowing them to further pollute our waterways. Last May 22-24, 2000 our office together with MCRRPF Inc., LLDA, the eight Barangay Government, the industry sector, and POs in our city, conducted a "City Wide Clean-up" of the eight tributaries. This was done as a counter measure to prevent the influx of solid waste into the Laguna Lake, since the rainy season have started. A follow up clean-up was done last June 26-30, 2000 at the Alabang-Cupang and Sucat-Buli River so as completely eliminate any incident that might have a detrimental effect on the environment. |
